Board of Review - Assessment Complaint Process
The time window to file a complaint with the Will
County Board of Review is August 7, 2024 through September 9, 2024.
The Board of Review suggests that you speak to your township assessor with any specific questions about your assessed
value change. The Board of Review complaint process begins in August for each assessment year and complaint
forms can be obtained at the Board of Review office, mail, or by download:

The owner for each parcel of property must file a separate complaint unless the parcels are contiguous. Contiguous parcels
may be on the same complaint provided they are of the same land use. The property identification number (PIN) must be
included along with the address of each parcel. The complaint form must be signed, have the mailing address of the owner,
and a daytime telephone number where the complainant may be reached.
ATTENTION: Pursuant to Section 7 (e) of the Open Meetings Act, the Will County Board of Review requires that you check the
Board of Review Portal 48 hours prior to your scheduled hearing to ensure that the hearing will be a live hearing. In the event that
the Board chairperson determines that an in-person hearing is not practical, prudent, or unfeasible due to an unforeseen circumstance,
the Board will have a non-interactive hearing in place of your scheduled hearing and the decision will be based on the weight of the
evidence provided. If you do not have computer access, you must call the board office at 815/740-4648.
In the event that a live hearing is not feasible, you will have the ability to submit
rebuttal to the township assessor and or intervenor evidence via electronic submission of a written brief. This must be submitted 48
hours prior to the non-interactive hearing.
Pursuant to Section 7(e) of the Open Meetings Act, in the event of a disaster Declaration, the Chairperson of the Board of Review
reserves the right to determine whether an in-person meeting is not practical or prudent because of the disaster. In that event, the
procedures outlined in the Open Meetings Act and that section of the act as amended shall be followed.
**Due to security changes in the Will County Office Building,
all visitors are required to pass through a security check upon
entrance of the building.**
- Please arrive to the building at least 15 minutes prior to your scheduled hearing. This will allow you time to pass through security and arrive at your hearing in a timely manner.

Decisions
The Board of Review shall base its decision on the documented evidence presented by the complainant and the Township
Assessor and their testimony. The Board of Review uses three methods of valuation that are standard in most appraisal
organizations. These are Cost, Market, and Income approaches to value. While the Board of Review does not expect the
general public to know the finer points of the appraisal business, if they reasonable believe that their property is
not being assessed properly, or that its value is too high, then some method of comparison should be used to prove
their case.
